A website for the Moldovan market is not "a website, but in Romanian".
There are five things that change the build from the start, and a team that has not met them before discovers them one at a time, during your project.
The five particularities
Two languages, not one. Romanian and Russian are administered together, with correct hreflang and separate URLs. A site built in one language and translated afterwards is left with the wrong structure, and redoing it costs more than doing it right would have.
Payments. The contract is with a bank or a local processor, on the company's documents. It takes time, it has its own requirements, and what each one demands is written up here.
The fiscal receipt. Obligations to the tax service remain when the sale happens online. That gets settled before code is written.
Accounting. 1C and the packages used here have their own quirks. The link between a shop and stock is a subject of its own.
The .md domain. The registry is nic.md, run by the Information Technology and Cyber Security Service, with its own transfer and change-of-holder procedures.
What is not local, despite being described as such
Hosting does not have to be in Moldova. A server in Europe is just as good and often steadier. What matters is knowing where it is and what runs on it, not which country it sits in.
You do not need a "local" platform. A standard runtime and a standard database can be administered by anyone, anywhere. A local supplier's proprietary platform is a dependency, not an advantage.

Questions
Why do Romanian and Russian matter so much?
Because they are two markets with the same products and completely different search terms. A site covering only one gives up half the traffic, and adding the second later requires rebuilding the URL structure.
What does a website cost in Moldova?
It depends on what it has to do. A brochure site, a shop with payments and a system with accounting integration are three different orders of magnitude. The real figures are covered separately.
Do I need a cash register if I sell online?
Obligations to the tax service do not disappear because the sale happened on the internet. What falls to you depends on how you take money and what you sell; it gets settled before the build.
